Rezoning Application and Development Permit with Variances for 1201 Fort Street and 1050 Pentrelew Place
This application has been sent back to the applicant to discuss with staff to address issues related to massing, height, architectural expression and setbacks of the building among other considerations, before being advanced to public hearing.

Development Permit with Variance Application for 848 and 852-856 Yates Street and 845/849 Johnson Street
This application, which would allow for a 21 storey (two tower) mixed use building with commercial and townhouses at grade and residential above, has been moved forward to public hearing. A date has not yet been set.

Complete Streets Project in the 400 Block of Belleville Street

A new “complete street” design for the 400 block of Belleville has been approved, including construction of the retaining walls, sidewalk and plaza, with work to start in October of 2017.

Motion to Amend Streets and Traffic Bylaw to Permit Sleeping in Cars
Staff will report back to Council at the next Quarterly Highlights in May with an indication of the work involved with amending the Streets and Traffic Bylaw to permit sleeping in cars when the rental vacancy rate is below 3%.

Mitigation of Impacts of McLoughlin Point Waste-water Treatment Plant
City Council has asked the Capital Regional District (CRD) ensure certain impacts are mitigated regarding construction of facilities related to the Core Area Waste-Water Treatment (sewage) project. This would include mitigation of odour and noise, consultation with impacted communities of James Bay, Fairfield, Downtown and Vic West, and monitoring geotechnical issues along the Dallas Road waterfront.

Rezoning Application for 732 Tyee Road
A rezoning application for this address, which would allow for the retail sale of cannabis, has been forwarded to public hearing. A date has not yet been set.

Johnson Street Bridge Public Realm Design
Public realm design plans were presented to council and included the former “s-curve” lands, Esquimalt and Harbour Road intersection, an area currently known as Triangle Green, and work needed to complete the Janion Plaza. These plans were moved forward as interim design plans and will be considered as part of annual budget deliberations in future years.

Rezoning and Development Permit Application for 727-729 Johnson Street
Following a public hearing, Council voted in favour of a rezoning and development application that will allow the construction of a two storey addition to the existing building and converting the office building to ground floor retail and residential above.

Rezoning Application for 546 Yates Street
Following a public hearing, City Council voted to rezone 546 Yates to the CZ-79 Zone, Old Town (Cannabis) District to permit a storefront cannabis retailer.

Victoria Housing Strategy Implementation – Garden Suites
Following a public hearing, Council voted to amend the Zoning Regulation Bylaw to permit garden suites in most single family zones in the City. This change means homeowners will no longer need to rezone their properties to develop a garden suite, which will significantly reduce the time and expense to develop this form of rental housing. Council also voted to delegate the development permit approval to staff, and to amend the Garden Suite Policy and Guidelines to improve considerations for neighbour privacy.
