Development Permit with Variance Application for 376 Harbour Road
Council approved the development permit with variances application to construct a four-storey commercial building at 376 Harbour Road in Dockside Green with 20 retail parking spots.
Rezoning Application for 1010 Cook Street
The rezoning application by Herbs’ Victoria Cannabis Clinics located at 1010 Cook Street was approved to allow for the retail sale of cannabis. Learn more.
Rezoning Application for 778 Fort Street
The rezoning application by Cloud Nine Victoria Dispensary at 778 Fort Street was approved to allow for the retail sale of cannabis. Learn more.
Burnside Gorge Neighbourhood Plan
The Burnside Gorge Neighbourhood Plan and its related bylaws were unanimously adopted with the following new amendment: To maintain the existing OCP designation on Gorge Road between Irma and Harriet Streets. View the report.
Off-leash Dog Park Pilot Project in Barnard Park
Council directed staff to report back on the impacts and advisability of allowing dogs off-leash on a trial basis in Barnard Park.
Storefront Cannabis Retailer Rezoning Policy
Within the Storefront Cannabis Retailer Rezoning Policy, Council changed the distance from 200 metres to 400 metres that a storefront cannabis retailer can be from another lot where a storefront cannabis retailer is permitted. Council reserves the right to consider variances to the separation distances noted in the Policy based on circumstances related to a specific application. View the report.
Naming of the James Bay Branch
The City will seek public input from the community for a suitable name for the James Bay branch of the Greater Victoria Public Library.
Regulation of Victoria Harbour Water Airport
The Mayor, on behalf of Council, will write to the federal Minister of Transport, copying the Prime Minister, the Vancouver office of Transport Canada - Civil Aviation Division, and the Victoria Harbour Master, requesting that the Government of Canada move forward with publication of Canadian Aviation Regulations and Standards for the Victoria Harbour Water Airport, to allow for public comment prior to adopting a permanent regulatory framework for the Victoria Harbour Water Airport, and provide certainty for residents, operators and passengers. In addition, the City will request a Noise Exposure Forecast (NEF). Learn more.
Royal and McPherson Theatre Society/City of Victoria Partners Project
Council endorsed the extension of phase two of the Royal and McPherson Theatre Society/City of Victoria Partners Project which will now wrap up in November 2017. The work will include the synthesis of feedback from 11 Greater Victoria municipalities, a report to Council, looping back Council’s decision to the municipalities involved, and presenting a recommendation to the CRD Board. The results of this work will inform the Create Victoria Arts and Culture Master Plan that is currently in development. In early 2017, Council asked Councillors Madoff and Alto to convene a working group in conjunction with the Royal and McPherson Theatre Society’s board of directors and staff to seek additional support for the McPherson Theatre. BC Lottery Corporation Casino Victoria
The BC Lottery Corporation and the City of Victoria are considering a gaming facility for Victoria. In accordance with the Gaming Control Act, the public must be consulted before the City can give final approval for a gaming licence. The public must also be consulted once a rezoning application for the facility is received. Council has decided to hold a single public hearing for both of these requirements once applications for rezoning and development are received, likely in early 2018. The Gaming Control Act further requires the City to seek feedback from neighbouring local governments, and Council moved to additionally ensure this consultation includes the Songhees and Esquimalt First Nations. Council also directed staff to inform the BC Lottery Corporation that the rezoning application will need to include a Community Benefits Agreement, which would means that at least 10% of the labour force employed to build the casino and 10% of those hired to operate it come from economically-marginalized and/or under-employed groups. A service provider and location have not been selected for the potential gaming facility at this time. View the report.
Council Workshop – Draft Gonzales Neighbourhood Plan
Council referred the draft Gonzales Neighbourhood Plan and draft Design Guidelines to the Advisory Design Panel and Heritage Advisory Panel for comment. Staff will create specific guidelines or exemptions for the proposed Heritage Conservation Areas that address feedback from homeowners, the community and the Heritage Advisory Panel. Staff will also seek further public comment on the next iteration of the draft plan. View the report.
