Photographs

The Archives has a photographic collection of approximately 250,000 images from both private and public sources.

About 15,000 of these images have been described individually for public reference. Subject headings (listed below) are used to access and cross-reference the images. Copies of most of our photographs can be purchased (see Photo Reproduction and Use below).
 

Some of the larger fonds are those of Harry Upperton Knight, W.E. John, William Penman and the Commonwealth Games.

Use of Images

The City of Victoria Archives licences all images and document that are used for any purpose other than private research or study.

If an image is for publication or any other non-personal use, permission must be obtained in advance.

NO SCANNING OF ARCHIVES PHOTOGRAPHS IS PERMITTED. Purchase or possession of photographic prints of Victoria City Archives material gives no right of publication or use without PERMISSION IN WRITING from the City of Victoria Archives. The researcher assumes responsibility for use made of images secured from the City of Victoria Archives under the terms of the Copyright Act.

A fee per image will be charged for any City of Victoria Archives photograph used for publication or display, such as a newspaper, pamphlet, poster, video, slide presentation, film or display in a commercial establishment, etc. Rights are granted for single use. Any subsequent uses must be governed by a separate agreement.  The City of Victoria Archives' licencing fees and agreement are governed by bylaw 04-057 [PDF - 119 KB], as amended by bylaw 05-087 [PDF - 10 KB].

The process for obtaining the right to reproduce an image is as follows.

First, fill out the Application for Permission [PDF - 34 KB] and fax, mail or deliver it to the Archives.  Before completing the form please familiarize yourself with the licensing fees [PDF - 52 KB].

Once your Application for Permission has been received and approved, you will be sent a letter stating the amount of the fees owing.  This letter will include two documents, the Licence Agreement [PDF - 31 KB] and the Client Guidelines [PDF - 27 KB]. Please print and return page 4 of the agreement (this is the only page of the Licence Agreement that needs to be returned), as well as a completed copy of the Client Guidelines.

If the application is approved, page 4 of the agreement is then signed by Archives staff and returned to you for your records.

After these signed documents have been returned and all applicable fees paid, you will be able to proceed with publication, display, etc. of the images.
