Revisions and OCP Amendments

October 2017 – Engagement on Proposed Gonzales Neighbourhood Plan

Community engagement on the proposed Gonzales neighbourhood plan was held between October 10 and October 29, 2017. The community was invited to attend an open house and complete an online survey on revisions to the draft plan and amendments to the Official Community Plan to align with the new plan.

October 2017 - Proposed Official Community Plan Amendments

There are six policy directions introduced in the Gonzales Neighbourhood Plan that are different than what is envisioned in the Official Community Plan. So, the Official Community Plan needs to be amended to align with the policy directions in the proposed neighbourhood plan.

The community was invited to provide feedback on the proposed amendments before they were presented to Council. Some of these amendments were revised in December 2017 based on community feedback.  Please see Council report here for final summary of proposed OCP amendments.

Amendment 1: Support small apartment buildings and townhouses (up to 3 storeys) along a portion of Fairfield Road, near transit, parks and local businesses.

Establish a new Development Permit Area (DPA) 7A for this portion of Fairfield Road, along with new design guidelines for this area. This would mean that the design of new development would need to be reviewed by City planners and/or Council to ensure that it fits in and minimizes impacts on surrounding properties. Amendment 2: Designate a new small urban village at Fairfield Rd and Lillian St/ Wildwood Avenue to allow small mixed use buildings (housing above shops). Encourage retention and re-use of the historic Hollywood Pets and Montague Court buildings, and ensure a sensitive transition to surrounding blocks. Establish a new Development Permit Area (DPA) 6A for this commercial area, along with new design guidelines for this area. This would mean that the design of new development would need to be reviewed by City planners and/or Council to ensure that it fits in and minimizes impacts on surrounding properties.

Amendment 3: Establish a new Development Permit Area (DPA) 6A containing the existing Irving Village area, along with new design guidelines for this area. This would mean that the design of new development would need to be reviewed by City planners and/or Council to ensure that it fits in and minimizes impacts on surrounding properties.

Amendment 4: New design guidelines for Townhouses and Rowhouses that guide building placement, transition to neighbouring properties, design of driveway and parking spaces, building materials, entrances, windows and open spaces. Read the Draft Design Guidelines for townhouses and rowhouses.

Amendment 5: Establish Heritage Conservation Areas for three areas of Gonzales in order to recognize their heritage value and ensure that future development complements the historic character. Include exemptions and guidelines for minor changes to houses built after 1940 and energy efficiency retrofits. Read Traditional Residential Gonzales Guidelines.

Amendment 6: Correcting the Urban Place Designation for the Glengarry Hospital site from “Traditional Residential” to “Public Facilities, Institutions, Parks and Open Space.” This corrects what may have been an oversight in the 2012 Official Community Plan, and is consistent with other Island Health properties in Victoria.
