Board of Health Letterbook. -- 1895-1911. -- 0.02 m of textual records. Series consists of letters sent outward from the Board of Health.

CRS 91
Clerk Council minutes. -- 1862-1994. -- 6.30 m of textual records. Series consists of the minutes of City Council meetings. The original minute books are stored in City Hall and access is limited. There are microfilm copies available in the Archives starting with the 1862 meetings and continuing until 1997. Duplicate hard copies of the minutes of most years from 1977 to 1994 can be found in the Archives. The early minutes were handwritten and are sometimes difficult to read. Beginning with the 1927-1928 volume, the page numbers are listed on the spine of the volumes, and are sequential throughout the subsequent volumes.
The index to this series uses the page numbers as references.
There is one volume of minutes of special and closed Council meetings (CRS 48, 1896-1900) which contains only 27 pages but includes, among other things, information relating to Council's actions regarding the collapse of the Point Ellice Bridge.
The Council minutes can be accessed in several manners: through the index to Council minutes (CRS 2), the topical indices (CRS 15), and through a subject card index created by the Archives staff covering the years 1862 to 1870.
CRS 1
Clerk Index to Council minutes. -- 1879-1993 (predominantly 1879-1918 and 1977-1988). -- 0.50 m of textual records. Series consists of an index to City Council minutes (CRS 1).
Records from 1879 to 1918 consist of single volumes for each calendar year. These volumes consist of separate sections for each letter of the alphabet, with individual entries in these sections listed sequentially by date. Access to the minutes through these volumes sometimes requires inferences about which committee was responsible for a particular activity, since topics tend to be recorded only once and listed (where appropriate) under the name of the responsible committee with the topic given as a sub-heading; the issuing of warrants, for example, is found under 'F' for 'Finance Committee - Warrants' rather than under 'W' for warrants. References are to page numbers in the Council minutes volumes.Records for 1977 to 1980 are in card index format, arranged alphabetically by subject within each year. Records for 1985-1993, which consist of legal size pages filed with the minutes at the beginning of the specific year to which they pertain, are also arranged alphabetically by subject. The index for these years provides better access than the volumes for 1879-1918, but may still cause difficulty in locating topics due to minimal cross-referencing for some years. The index for 1990-1992 will be found on the microfilm version of the Council minutes for those years. These lists are supplemented by the topical indexes (CRS 15), which also index the Council minutes. A draft index to the minutes for 1862-1871 compiled by Archives staff is also available.
There are gaps in the records for 1892-1893, 1906, 1919-1976, and 1981-1984, and 1989.
CRS 2
Clerk Bylaws. -- 1862-1991. -- 4.68 m of textual records. Series consists of local laws and regulations passed by City Council to control, regulate, and administer affairs within its jurisdiction. The original bylaws are stored in City Hall, but bound duplicates of most of those dated between 1862 and 1985 are located in the Archives. Although some of the originals are missing, many of these can be found among the bound versions. Only those bylaws located in the Archives are included in the file list. CRS 3
Clerk Committee reports. -- 1885-1956. -- 4.56 m of textual records. Series consists of reports to City Council by various committees. Prior to the implementation of the committee system in 1885, ad hoc committees were common, their reports recorded in the Council minutes.
Beginning in 1891 the reports were numbered. These numbers were used as references in the indexes: the record of reports of committees (CRS 5) and the topical indexes (CRS 15). A chronological item-level descriptive list provides some topical access to the reports for 1885 to 1892.

Clerk Record of reports of committees. -- 1894-1920. -- 0.20 m of textual records. Series consists of a listing of committee reports to Council.
Arranged by file number but not date or subject, although there is a brief subject description of each committee report. For subject access to reports from 1914-1974, see the topical index (CRS 15).
CRS 5
Clerk Special Committee minutes. -- 1956-1964. -- 0.13 m of textual records. The special committees are of an ad hoc nature, designed 'to deal with particular issues depending on the urgency of the situation' (Areas of Jurisdiction of Standing Committees, 1964 [group 'B' papers, page 1]). The committees represented in this series are: the Special Auditorium Committee, the Special B.C. Centennial Committee, the Special Centennial Victoria Square Committee, the Special City Hall Committee, the Convention Centre Committee, the Special Traffic Committee and the Committee on the Amalgamation of Victoria and Saanich.

Clerk Record of resolutions. -- 1894-1926. -- 0.40 m of textual records. Series consists of an index to Council resolutions (CRS 7), which records the following elements: the mover and seconder of each resolution, the result of the motion, the subject of the resolution, and its file number.
Arranged chronologically by individual resolution, with sequential numerical references to each. Subject access to the resolutions is available through the topical index (CRS 15). See also the index to Council minutes (CRS 2), which lists topics dealt with by Council but not specific resolutions.
CRS 8
Clerk Letterbook. -- 1870-1974. -- 11.88 m of textual records. Series consists of copies of letters sent outward by the City Clerk, mostly communications ordered by Council.
Because the letters were bound chronologically, access is most effective using the alphabetical indexes to the letterbooks. Indexes for 1870 to 1893 are bound in at the beginning of the corresponding letterbooks, providing an alphabetical listing of names of correspondents, whether persons or organizations. Independent indexes providing similar listings are available for 1894 to 1973 (CRS 10), although these indexes also provide in addition a note on the topic of each letter. Subject access can also be obtained through the topical index (CRS 15), which covers the period from 1914 to 1974.The series is relatively complete, with only a few gaps within years from 1902 to 1908. The first two letterbooks cover 1 April 1870 to 7 April 1873 and 31 March 1870 to 10 June 1875 respectively. The latter volume covers mostly mid 1873 to 1875 but there is still considerable overlap.

Each volume is divided into alphabetical sections. Within each section the names of correspondents, whether persons or organizations, are listed chronologically throughout the year. The index also provides in addition a note on the topic of each letter.

Clerk Correspondence inward. -- 1862-1916. -- 0.31 m of textual records. This 31 cm of correspondence is all that remains of the letters received by the City Clerk before 1940.
The correspondence covers a wide range of subjects, but there is no alphabetical subject index to it. A chronological item-level descriptive list, however, provides some access to correspondents and subjects for the existing letters. All correspondence inward from 1893 onwards, whether existing or not, is indexed chronologically in the communications received index (CRS 14).

CRS 11
Clerk Communications received. -- 1940-1974. -- 5.13 m of textual records. Series consists of letters received by the Clerk's Office, other than those received primarily from internal and external governmental agencies (for which see CRS 13).
The material is arranged chronologically by received stamp number. Access to these records is through the communications received index (CRS 14), which are arranged chronologically by received stamp number and include for each entry the sender and subject. Access can also be obtained through the topical index (CRS 15).

CRS 12
Clerk Special correspondence inward. -- 1908-1973. -- 6.25 m of textual records. Series consists of letters received by the City Clerk from different City departments, community organizations, the federal and provincial governments, professional organizations, and municipalities throughout the world.Although there are letters dating back to 1908, most of the material dates from the mid 1930's. There are two sequences of records within this series; the first ranging from the earliest material to the 1950s, and the second covering the 1950s through to 1973. This correspondence is arranged by subject and is filed either by received stamp number or chronologically. If the letter received originated within the City administration there will be no received stamp number, it will not be listed in the communications received index (CRS 14), and the file will be arranged chronologically. If the material received originated outside the City administration it will be arranged according to received stamp number and will be listed in the index.

CRS 13
Clerk Communications received index. -- 1893-1969. -- 0.60 m of textual records. Series consists of an index to three series of letters inward: correspondence inward (CRS 11), communications received (CRS 12), and special correspondence inward (CRS 13).
The entries are arranged by received stamp number, and provide information on date of receipt, sender, and topic.
CRS 14
Clerk Topical index. -- 1914-1977. -- 2.77 m of textual records. Series consists of an index to the letterbooks, Council minutes, committee reports and resolutions.
Arranged chronologically, one volume per year. Each volume is divided into alphabetical sections. Within each section, topics are entered chronologically throughout the year. In the early volumes the communications inward were indexed, although the material has not survived. The subjects vary over time and are usually well cross referenced.
CRS 15
Clerk Annual reports. -- 1882-1992. -- 2.73 m of textual records. Series consists of annual reports of the City.
Reports up to 1950 generally include statements by the Mayor, heads of various departments, and committees. The reports of 1951 to 1957 and 1959 include a summary of the activities of the different departments. For subsequent years only financial material is provided.
CRS 16
Clerk Nomination papers. -- 1927-1975. -- 0.25 m of textual records. Series consists of two forms submitted by each candidate for municipal office. First, the actual nomination paper, listing the name, address, and occupation of the nominee, proposer, seconder and witness. Second, for the early years, a declaration by candidates of their qualifications, which included a statement of the nominee's willingness to run for office and a list of property qualifications. This second document was later replaced by a statement of acceptance of nomination. CRS 17
Clerk Election record books. -- 1906-1943. -- 0.06 m of textual records. Series consists of records documenting the results of elections, referenda, loan bylaws and other matters set to a public vote. These records provide the basis for the formal reports sent from the Deputy Returning Officers to the Returning Officer and from the Returning Officer to the City Clerk (CRS 19).
An internal index in the first volume provides some subject access for actions between 1906 and 1913.
CRS 18
Clerk Returning Officer's reports. -- 1890-1976. -- 0.19 m of textual records. Series consists of official reports sent from the Deputy Returning Officers to the Returning Officer and from the Returning Officer to the City Clerk documenting the results of elections, referenda, loan bylaws and other matters set to a public vote. The reports are based on the election record books (CRS 18). CRS 19
Clerk Credentials. -- 1893-1960. -- 0.19 m of textual records. Series consists of declarations by elected officials that they will hold office in good faith and impartially and sworn statements by a member of the Supreme Court of British Columbia witnessing the declarations of elected officials. In the first few years those people appointed to hold administrative offices (for example, Clerk of the Municipal Council, Assessor, and Chief of Police) were also required to make declarations.

Clerk Voters list. -- 1865-1992 (predominantly 1908-1992). -- 1.16 m of textual records. Series consists of lists of all eligible voters. The lists were updated annually at first and later semi-annually. The only voters lists available before 1908 are those for 1865, 1885, and 1896. There are both bound and unbound copies located in the stacks and in the reference room.

Clerk Group 'A' Committee records. -- 1962-1974. -- 1.63 m of textual records. Series consists of agendas, minutes, and papers of this standing committee of Council, which deals with matters of a financial nature. There are a number of committees that report to the Group 'A' Committee: the Finance Committee; the Health, Welfare and Personnel Committee; the Lands and Fire Wardens Committee; the Public Transportation Committee; and the Inter-municipal Committee. Included in addition to the material of the Group 'A' Committee are agendas, minutes, and papers of the Finance Committee (CRS 26) and the Greater Victoria Intermunicipal Committee (CRS 27).

CRS 24
Clerk Group 'B' Committee records. -- 1962-1974. -- 1.75 m of textual records. Series consists of agendas, minutes, and papers of this standing committee of Council, which deals with matters relating to public works. The following committees reported to the Group 'B' Committee: the Public Works Committee; the Parks and Beautification Committee; the Community Development Committee; the Traffic, Street Design and Street Lighting Committee; and the Urban Renewal Committee. Included in addition to the material of the Group 'B' Committee are agendas, minutes, and papers of the Public Works Committee (CRS 28).

Series consists of agendas, minutes, and papers of the Finance Committee reporting to the Group 'A' Committee regarding all financial matters relating to the preservation and development of the harbour and to public off-street parking.

Clerk Recreation and Community Services Committee records. -- 1951-1971. -- 0.13 m of textual records. This committee was one of the three standing committees reporting directly to City Council (the other being Group 'A' and Group 'B' Committees). The committee oversaw the management of the Memorial Arena, Crystal Gardens, McPherson Playhouse and Royal Athletic Park as well as general recreation planning and program development. Earlier, this committee was known as the Parks, Boulevards and Recreation Facilities Committee. CRS 29

Clerk Central Business District Advisory Committee records. -- 1972-1974. -- 0.06 m of textual records. Series consists of agendas and papers. The committee included members from the City as well as from various local businesses. Issues discussed included planning and zoning in the central business district, transportation, transit, the inner harbour, the downtown economy and housing development in the downtown area. CRS 33

The committee was formed because the City of Victoria owned several parks within the boundaries of the Municipality of Saanich, the most notable of which being Mount Douglas Park. The committee was originally designed to deal with the Capital Region sewerage issue. The title and probably the responsibilities of this committee have changed. In the 1914-1923 volume accounts are arranged within numerous general headings. This changed in the 1923-1945 volume which is arranged by numbered accounts starting at 1 and finishing at 716. The ledgers for the years 1951-1962 have been microfilmed and have accounts arranged from 1-999. Most ledger volumes are preceded by the account codes, which provide the index to the accounts.

These taxes were collected in accordance to By-law No. 956 which states that 'for the purpose of providing annually the required sum to defray the cost of maintenance and upkeep of the boulevards on all streets in the City now and hereafter to be boulevarded there is hereby assessed upon the real property and portions of real property fronting upon any boulevard now or hereafter constructed, and there shall be levied and collected in each year an annual rate of four-fifths of a cent. per square foot of the area included in such boulevards.' Ledger consists of a calculation of street frontage, legal description of the property, and rates by year.

Finance Tax sale cards. -- 1915-1968. -- 0.63 m of textual records. Series consists of cards detailing tax sales. Cards capture three levels of information over different periods of time: (1) the initial tax sale of the property, usually written in ink and documenting the years 1915-1935; (2) annotations detailing the taxes on the property for the years 1939-1942; and (3) annotations spanning the years 1955-1968, recording the date that the property was sold and the sale price. Some cards also contain a sketch of the property on the back of the card.
There are three separate groupings of cards. All three groupings are arranged numerically by roll number.

Finance Revenue journal. -- 1892-1912. -- 0.05 m of textual records. Series consists of a journal documenting revenue received from property taxes. The types of revenue received are described as revenue, real, wild land, personal, and interest. Manager Architectural and Special Projects Division project files. -- 1943-1964 (predominantly 1960-1964). -- 0.42 m of textual records. Series consists of the following project files: centennial decorations, Centennial Square, centennial projects, downtown beautification, Fire Hall, floats, Humber Green, parks, and special projects. Records dating from 1943 to late 1963 were created in the Engineering or Building Inspector's Departments. They were merged with the rest of the files in 1963 as a result of the division head's continuing responsibilities despite his change of position.
Many of the records were originally filed in a manner distinguishing internal and outgoing documents from those coming in to the Division with regard to a single topic or activity. This order, which has been retained, is indicated in the file list by parenthetical notations following file titles. Files originally filed as subordinate to others are so indicated by indentation.

Manager Operational files 3. -- 1966-1978 (predominantly 1970-1978). -- 3.32 m of textual records. Series consists of records created by the City Manager under a filing system introduced in 1971. They pertain to virtually all areas of City activity.

Files are arranged alphabetically by subject within an overall numeric classification scheme in which letters of the alphabet are assigned a 'hundred-level' block of numbers for each year. For example, subjects filed under 'B' are found in the 200-299 range, subjects filed under 'C' are found in the 300-399 range, and subjects filed under 'D' (such as City Departments) are found in the 400-499 range. Sub-categories are assigned decimal extensions of the main numbers, so that general Parks records are found at 400.9 (Parks Department) and Parks records pertaining to Beacon Hill Park in particular are found at 400.9.1.

Parks and Recreation Parks Department files. -- 1931-1952. -- 0.52 m of textual records. Series consists of the main department records of the Parks Department.
The series has broken into five separate sections. Four are chronological divisions; 1931-1936, 1936- 1945, 1946-1950 and 1950-1952. The records are arranged primarily by subject and chronologically within files. The subjects are arranged alphabetically. Many subject headings are repeated in each section. A fifth section covers general correspondence from 1935 to 1943. It would appear that this material was not divided into the subject headings. The file description also includes the original filing numbers.

Parks and Recreation Parks Committee minutes. -- 1956-1959. -- 0.04 m of textual records. Series consists of a small section of the minutes of the Parks Committee. Another section of the minutes is available in the Parks Files covering 1931 to 1952 (CRS 106). Parks and Recreation Photographs, newsclippings and pamphlets. -- 1880-1963 (primarily 1930-1963). -- 0.01 m of textual records and 459 photographs.
Series consists primarily of 459 photographs of various Victoria parks. There are also photographs of other parks in Canada and the United States.
Photographs are divided into files based on photographer, type of photograph, or subject matter. The dates listed are only those noted on some photographs and do not cover all the material in each file. The subject matter is varied covering: aerial photos, Beacon Hill Park, boulevard trees, children and playgrounds, parks, Parks Department projects and personnel, Ross Bay Cemetery, scenic views, storm damage scenes, waterfowl, zoo animals.
In addition, there are a few newclippings, postcards, and pamphlets relating to the Parks Department.

Planning Neighbourhood Improvement Program records. -- 1972-1985. -- 1.37 m of textual records and other material. Series consists of files, photographs, architectural material, and graphic material deriving from the Neighbourhood Improvement Program, which was developed in 1973 by the federal government to encourage and support the efforts of municipalities in concert with neighbourhood residents toward the improvement of the physical environment in neighbourhoods needing improvements (see amendments to the National Housing Act enacted by Parliament in June 1973).The majority of the files were originally classified according to neighbourhood. This order has been maintained, with the neighbourhoods listed in alphabetical order following the general Victoria records. Files that were not originally given classification numbers have been listed after the classified files within each neighbourhood group.

Solicitor Operational files. -- 1887-1963 (predominantly 1910-1956). -- 12.03 m of textual records. Series consists mostly of files created by the City Solicitor from the first appointment to permanent staff of the City in 1910 to the contracting out of the work in 1956. Some files predate the appointment of a staff solicitor when the City's legal work was contracted out to various legal firms.The files are arranged in their original order by subject in a numerical sequence from 1 to 1193 with some deletions as a result of weeding over the years. Sequencing reflects a chronological accumulation as matters came to the attention of the Solicitor. The series encompasses a complete range of all Solicitor activities and was probably the main record series for the Solicitor's office. Original access to the series was obtained through a set of three extant card indexes maintained by the Solicitor's office (CRS 120, Indexes to operational files).

Solicitor Indexes to operational files. -- 1910-1956. -- 0.13 m of textual records (3 card index boxes). The indexes give access only to CRS 119, the City Solicitor's operational files.
Each index consists of subjects filed alphabetically with the relevant file number given after each entry, e.g.

Index One dates from 1910 and is not complete, with letters M to R missing.
Index Two is an accumulation of new subjects interfiled with some older matters referenced on cards taken directly from Index One. This index was created around 1950.
Index Three is a further accumulation created in 1956 by Solicitor Terence O'Grady. This index was completely updated and culled with some interfiles.
CRS 120
Solicitor Miscellaneous files. -- 1904-1963. -- 1.82 m of textual records. Series consists of several groups of files with no discernible relationship amongst themselves except that they were created by the City Solicitor at various times. Most date from the period when the City Solicitor was a member of City Hall permanent staff. The series covers a full range of typical Solicitor activities including the preparation of bylaws and legislation, negotiation of agreements and contracts for local improvements, sale of lands, and supply of services to the City, general counsel in litigation, and drafting of legal opinions.A substantial group of files concerned with the building of Johnson St. Bridge (1911-1923) is comprised of records created by the City Engineer. These may have been brought together to handle potential litigation, given the City of Victoria's sensitivity to liability arising from the Point Ellice Bridge streetcar disaster of 1896.

Treasurer Sewers roll. -- 1898-1910. -- 3.00 m of textual records (16 volumes). Series records assessments made and taxes charged and collected on sewer connections in the City under bylaws enacted to raise funds for extending the sewer system. The rolls were compiled by the City Engineer and filed in the office of the Treasurer for collection of taxes levied. See bylaws 284, 341, 400, 402, 424, 456, 516, 557, 592, 616, and 728. Entries are arranged alphabetically by name of assessee, and provide information on the number and kinds of buildings on a property, the kinds of sewer connections, the foot frontage of the property, and the relations between owners and occupants. Each page contains a list of abbreviations used for data entry. There is a gap in this series for 1905. CRS 129
