The City of Victoria Grant Program

The City of Victoria has a long history of providing grants to various organizations within the city. Grants for neighbourhood development, greenway development, workshops, festivals, development of our economy and special projects are all areas that funding from the City has made possible.

The purpose of the grant program is to assist the non-profit sector in delivering programs and services that help the City achieve our corporate vision of being the most liveable city in Canada. The program is grounded in the Corporate Strategic Plan and the Official Community Plan. These two documents address enhancing the quality of life for all present and future Victorians through a variety of mechanisms including social and economic development, and through such social means as safety, diversity, inclusivity and partnerships.

The grant program supports groups who:

  • Are essential to building a viable community
  • Make Victoria a better place to live, work and play, and
  • Address important needs and issues.

In 2008 the City of Victoria gave out over 130 grants that totaled more than $2.3 million. Overall grant administration is provided by the Sustainability Department who also manages over 50% of the grant money. The balance of the grant program is delivered through by Parks, Recreation and Culture and Planning & Development.

The City is currently undergoing a review of its entire grant program to ensure the grants continue to support the direction and priorities of Council. Phase 1 of the grant review was completed in December, 2009. A copy of the report for Phase One can be found here - [PDF 120KB]. Phase 2 is currently underway and is anticipated to be completed by December, 2010.

Specific areas supported through our grant program include:

As well the City administers a Housing Fund, which is designed to assist non-profit housing providers create affordable housing units in the city limits. Within the housing fund, the City has also contributed an additional $250,000 to assist homeowners in the creation of secondary suites.

The Sustainability Department manages the:

  • economic development program grants
  • community development program grants
  • inter-municipal social service program grants and
  • special projects grants

Program Grants are given to community groups and industry organizations that provide services and programs in support of community and economic development in the City of Victoria. The grants provide funds for operations and administration expenses.

Housing Fund

The intent of the fund is to provide capital funding to stimulate parts of the housing sector that are not currently being delivered, in an effort to provide some balance to the City housing market.

Based on Council's policy, priority for funding is given to projects within the City that address:

  • housing for families, youth and/or the "chronically homeless";
  • provision of "affordable" rental housing; and
  • promoting "affordable" home ownership.

At this time "affordability" is defined as projects with dwelling units for households with annual incomes of less than $60,000 (assuming they only spend the typical 1/3 of their income on housing costs). City funds are intended to be used to leverage funds from other funding sources.
