Most of these boulevards are maintained by property owners who own the land adjacent to the boulevard. Currently, the City offers a maintenance service (for a fee of approximately $2.50 per square metre) to mow, water, fertilize and edge boulevard grass. For more on edging, click here. This service fee is applied to a property owner's tax bill as a 'boulevard tax' and it is adjusted annually to cover costs. Dependent upon the size of boulevard that fronts a property, an owner could pay from $30 up to $575 per year to have the City maintain the boulevard. Property owners can choose to opt out of this service and do their own maintenance. Fewer than 28% of Victoria property owners pay for the City to maintain the boulevard with the balance preferring to manage the boulevard themselves. Opting Out or In If you are currently taxed for boulevard maintenance, you have the option of continuing with the City's service or withdrawing and doing the work yourself. You can also opt in to the program to have the City service your boulevard. Opting out or in can be done on a 'per block' basis upon presenting a signed petition to City Council. The petition must be signed by owners representing two-thirds of the assessed property value and two-thirds of the properties on both sides of the street. Your property is then removed from or added to the Boulevard Taxation Program for the next calendar year. Below is a petition form that you can use for opting out of or in to the City's taxable boulevard maintenance service. The petition form must be accompanied by a letter from the contact person for the block, including his/her name, address, postal code and a daytime phone number. Review of Program As more and more property owners choose to maintain the boulevards themselves, and as the City's maintenance service continues to rise due to resource costs, the City is reviewing the Boulevard Taxation Program to determine if it is viable and sustainable.
