The Finance Department is responsible for financial administration, safeguarding the City's financial assets and financial planning to ensure financial stability and viability of the City. It provides financial reporting and control and is responsible for the implementation of financial management policies.

The Finance Department also provides financial information and advice to Council, City Departments and the general public, and manages the City's information systems.

The Finance Department is organized into five Divisions:

Budget

This division coordinates and prepares the City's annual budgets, 5-year financial plan and compiles the 20-year capital expenditure program to ensure the financial stability and viability of the City.

Accounting

This division is responsible for the City's accounting functions including payroll, accounts payable and general accounting. Included in these functions is the responsibility of generating the City's annual financial statements and managing the City's investment program and cash management practices.

Revenue

This division is responsible for the collection and recording of the City revenues and provides additional services to the public in the form of information, permits and licensing. Property taxation is the most important single source of municipal revenue but the division also bills and collects for City utilities, business licences and other general receivables, and is also responsible for recording revenue from other City departments and ensuring cash control measures are in place.

Information Systems

This division implements and supports the appropriate technology and information systems to optimize the City's investment in information technology. It provides departments with expertise for development, technical support, and utilization of both the application programs and the technology. This Division is also responsible for ensuring the technological infrastructure of the City is both operationally and cost effective.

Supply Management

This division procures materials, equipment and services required by the various City departments. Competitive bidding processes such as Request for Proposals, Tenders and Request for Offers are utilized in the pursuit of best value. As a significant amount of the work performed is project-related, Supply Management is actively involved in contract administration. In addition, this division also manages an $800,000 Stores inventory and co-ordinates the disposal of the City's surplus material and equipment.
