The Planning and Development department is divided into three separate divisions.
Development Services Division Provides full range of planning services related to:
- zoning
- development and permits, variance permits
- current regulatory issues

Community Planning Division Works to achieve the City's community planning goals through:
- the Official Community Plan
- neighbourhood plans,
- special sector and precinct plans
- urban design and other policy initiatives
The division is also responsible for:
- the heritage program
- downtown vitality
- public use of space

Permits and Inspections
Works with homeowners and developers to facilitate the permitting and inspections process:
- Buildings permits and inspections
- Electrical permits and inspections
- Plumbing permits and inspections

The Planning and Development department has a broad range of policy, regulatory and program responsibilities including:
- community and city-wide land use planning
- urban design
- heritage
- planning applications including zoning, development and variance permits
- demographic and other planning information services
- Permitting and inspections services
Key functions include:
- Providing professional analysis, advice and recommendations related to planning for the consideration of the Mayor and Council as well as Council's committees.
- Working collaboratively with community groups, businesses, government agencies, and other stakeholders to further the City's planning policies as well as key housing, heritage and revitalization initiatives.
- Reviewing all types of planning applications with recommendations for consideration by decision-makers.
- Serving all interested in the community, including customers, through our program, policy, regulatory and information services.
The Department and the City are committed to the "Triple Bottom Line" concept - balancing economic prosperity, social development and environmental sustainability in order to address Victoria's future.
