Departments > Planning & Development > What's New - Current Projects > Public Washroom Program Public Washroom Program In an ongoing effort to curb public urination, the City of Victoria announced in June 2009 a pilot for a permanent urinal at the corner of Government Street and Pandora Avenue in downtown Victoria for six - 12 months. Public urination is a frustration for downtown businesses and residents, and an ongoing issue for City Street Cleaning crews. To be installed in September on the southeast corner of Pandora and Government, the urinal will provide increased washroom access 24 hours a day, meeting a variety of needs including daytime washroom options for downtown visitors. The City of Victoria has taken a number of measures to minimize impact to neighbouring businesses and residents. The washroom design will add visual interest to the streetscape and is resistant to vandalism and undesirable use. Over the past two weeks adjacent property owners have been informed of the location and provided information about the pilot project. Once installed, the urinal will be monitored closely and cleaned four times daily. City staff, with on-going input from neighbouring property owners, will monitor the safety, cleanliness and effectiveness of the urinals. Over the past year, portable urinals have been found effective in reducing the level of public urination downtown. However, a permanent urinal is expected to be more cost effective over the long term and provides washroom access 24 hours per day compared to the 12 hours per week offered by the portable option. Final design and purchase will occur in the summer of 2009 and installation of the public urinal will occur in September.
