Homelessness is a growing concern in many Canadian cities and is prevalent in Victoria's downtown core. A recent Homelessness Needs Survey - [PDF 576KB], conducted in February 2007 by the Victoria Cool Aid Society, identified 1,242 people in the Capital Region who were homeless or unstably housed.

City of Victoria's Response to Homelessness

The City of Victoria has been involved in a number of initiatives to address homelessness. In addition to its traditional public works services and planning tools, the City has assumed many forms of involvement, including building collaborative partnerships, providing financial support, creating policy, conducting research and engaging the community. These initiatives have been developed over time in partnership with a wide range of community organizations and other levels of government.

In 2007, a Mayor's Task Force was convened to address homelessness, addictions and mental illness. The result of the 120 day Task Force was the formation of the Greater Victoria Coalition to End Homelessness. The Coalition is a community-based partnership of service providers in the non-profit and public sectors, advocates, business representatives and elected municipal officials, formed in February 2008 to lead the region's commitment to end homelessness. As of June, 2008, 400 people have been housed throughout the Capital Region with appropriate supports, through the collective efforts of Coalition member agencies.
