The Development Services Division provides a range of planning services related to the development of land and buildings in the City. These core functions include:
- Assisting the public with understanding the regulations of the Zoning Bylaw.
- Coordinating and managing applications from land owners, builders and developers for rezoning applications, Development Permits and Development Variance Permits.
- Ensuring that neighbourhood Community Association Land Use Committees are consulted on development proposals.
- Providing urban planning and urban design review and analysis of development applications presented to Council and its Standing and Advisory Committees.
- Coordinating applications for the Board of Variance.
- Policy development for neighbourhoods or special topics, such as garden suites.
The Official Community Plan (OCP) establishes the City wide goals, objectives and policy related to growth and development in Victoria. Development Permit Areas designated in the OCP are used to ensure that the urban design of development creates places and spaces with a character appropriate for the area. There is also a Development Permit Area for environmental protection along part of the Gorge Waterway. Neighbourhood Plans, and plans or design guidelines for areas of special character or concern, provide more specific direction on desired changes. The Zoning Bylaw is the primary regulatory tool used to implement OCP and neighbourhood plan land use policy.

- Strata conversion
- Sidewalk café permits
- Driveway crossing permits
- Contractor permits
- Parks Division, which manages the City's boulevards and Tree Protection Bylaw.
- Assets and Infrastructure Section, which provides accurate and comprehensive infrastructure and mapping information for the City.
- Bylaw Enforcement Division, which enforces the City's Bylaws, including the Zoning Bylaw.
