Parks Planning staff worked with Hotson Bakker Boniface Haden Architects + Urbanistes to consult with community stakeholders and develop a design for this multi-use path. In August, City Council endorsed the plan. Once complete, the pathway will provide pedestrians and cyclists with access to Victoria's world-class harbour waterfront. Where waterfront access is not possible, enhancements such as dedicated bike lanes and enhanced pedestrian pathways will be provided. Developing a harbour pathway is a key component of the City's Greenways Plan, which contains strategies to establish a pathway system throughout the City of Victoria over the next 50 years. Gaps in the existing pathway at Fisherman's Wharf, Heron Cove, Belleville Street, Ship Point, and several locations between Ship Point and Chatham Street (including at the Johnson Street Bridge) and at Rock Bay, are identified and addressed in the design plan. Consistent design elements, such as signage and street furniture, will create a unique public amenity for Victoria. The pathway will also have special places for arts, culture and personal reflection, and will be accessible to all who reside and visit Victoria. Improvements The first project of the Harbour Pathway was completed in spring 2009, which saw the width and grade of the path near Laurel Point Inn improved to increase accessibility. If adopted, the Fisherman Wharf Park Management Plan will allow for the development of a new section of the path through the park, connecting Victoria's commercial wharf to Dallas and St. Lawrence Roads. Acknowledging that City resources are limited, some fundamental issues need to be addressed to complete this ambitious plan. The City of Victoria will capitalize on opportunities to work in partnership with others to acquire land and secure access rights, and to take advantage of future private development opportunities in the coming years. Cooperation and a good governance model will be key to successfully developing a harbour pathway. City Council will be considering a capital budget proposal for 2009 to begin the first steps in implementing the first phase. Implementation is expected to take several years and will require the cooperation and coordination of many stakeholders, including the Federal, Provincial and Municipal governments, First Nations, Greater Victoria Harbour Authority, Provincial Capital Commission, industrial businesses, and other private property owners. Public Consultation A proposed design for a harbour pathway was featured along with two other key planning projects at a Public Consultation Fair in November 2007 at Victoria City Hall. The public was invited to learn more about the proposed design and to provide input. Planning staff and consultants were on hand to discuss design panels and answer questions, and participants were asked to provide feedback by filling out a comment form. This feedback informed refinement of a harbour pathway design which was presented at an open house, attracting over 250 people in March 2008.
