Phase 2 – Building the Plan
We are currently engaged in Phase 2 of the Downtown Plan update. This phase will build on the directions identified in the first phase of the project. Phase 2 of the Downtown Plan will:
- Complete the research and technical analysis initiated in Phase 1.
- Develop options based on the Vision and technical research.
- Consult with stakeholders regarding the desired options.
- Complete a draft plan for consideration by Council.
Fast Track Items
A component of Phase 2 includes items that have been identified by Council as strategic priorities. Council has directed staff to fast track these items, with a targeted approach that focuses on four strategic priorities:
- Bonus density/securing public amenities
- Building height
- Building relationships
- Extent of Downtown
Interim policies have been approved for the items of building height and building relationships. These documents and the accompanying Powerpoint presentations are available in the Documents and Reports section of this page.

Documents and Reports
A major component of Phase 2 involves conducting research and analysis work. The following documents explore some of the issues surrounding Downtown Victoria and help to inform the development of policy directions. As research is completed, reports will be posted here and in the Supporting Documents sections of the site.
