The City of Victoria Animal Control By-law 92-189 is enforced by:

All dogs must be on a leash in all City parks with the exception of the park area defined as:

  • A small area of Beacon Hill Park (heron rookery)
  • Ross Bay Cemetery
  • Gonzales Beach between June 01st and August 31st
  • Pioneer Square
  • Playgrounds with sand, rubber, or wood chips

The following regulations also apply in the off-leash area:

  • Dogs must be accompanied and be under the effective control of their attendants
  • Dogs (over four months old) must be licensed and wear a tag current for the license year
  • Dog excrement (droppings) must be removed immediately by the dog's attendant and disposed of properly in a garbage receptacle
  • Dogs must not be tied and left unattended by their attendants
  • Female dogs in heat are prohibited
