Request a Mail Ballot

Victoria voters had an opportunity to request a mail ballot package by filling out an online form (until 4:30 p.m. on Friday, December 11 or by contacting Legislative Services at or at 250.361.0571. 

You may apply for a mail ballot package up to and including General Voting

Day on Saturday, December 12.


The online form below will be available until 4:30 p.m. on Friday, December 11.


To request a mail ballot after this time, please call 250.361.0571 or stop in at

City Hall to pick up a package on Saturday, December 12.

Doors open at 8 a.m.


REMINDER: All completed mail ballots must be received by the City of Victoria before 8 p.m. Pacific Time on Saturday, December 12 to be counted.

What You Need to Know

  • Your package will include helpful instructions on how to complete and return your mail ballot. Mail ballot packages will be mailed out starting the week of November 23. 

  • Completed mail ballots should be placed in the mail by Friday, December 4 at the latest. Postage is included for mail ballot packages mailed within Canada.

  • After December 4, completed mail ballots can be returned:

    • to the drop box outside the Pandora Avenue entrance of City Hall

    • at an advance voting opportunity at Crystal Garden

    • or before 8 p.m. at one of the six voting places on General Voting Day

  • Mail ballots requested after December 4 are to be picked up at Victoria City Hall.

  • Mail ballots must be received by the City of Victoria before 8 p.m. (Pacific Time) on Saturday, December 12, 2020 to be counted.

  • If you have requested a mail ballot but have not received one by General Voting Day, please contact City of Victoria Legislative Services at 250.361.0571.

  • NOTE: If you request a mail ballot, you will not be able to vote in person at an advance voting opportunity or on General Voting Day. 

  • If you incorrectly mark your ballot or your mail ballot is damaged, please call City of Victoria Legislative Services at 250.361.0571 for a replacement ballot. You must return the spoiled mail ballot to receive a replacement ballot.  

Non-Resident Property Electors

If you own property in the City of Victoria but live elsewhere, please complete the address section of the online form as follows:

Address:  The address of the property you own in the City of Victoria
Mailing Address:  Your residential address
Mail Ballot Package:  Where you would like your mail ballot package sent

Before You Begin

You will be required to upload up to two pieces of identification when applying online for a mail ballot.  Please have that information saved on your device before you begin filling out the online form. 

To upload a piece of identification, please scan the document or take a photo with your device. (The maximum size for EACH ID file is 10MB.) 

We require your identification as we do not have access to the same data as Elections BC does to prove your identity. 

Protection of Personal Privacy:
The identification you provide is stored electronically in the City of Victoria’s election management system and is required to improve the integrity of the voting process. All identification which is uploaded is only accessible to election staff to confirm the identity of the elector making the request. All information is physically stored in Canada and all uploaded identification will be deleted shortly after the conclusion of this election event (By-Election date of December 12, 2020).
