Report a Bylaw Violation

Please fill out the following form to report a Bylaw violation.

Please note, this form is for incidents within the City of Victoria. We are not able to respond to incidents outside of the City of Victoria.  For incidents in other municipalities around the Capital Region (i.e. Saanich, Langford, Oak Bay), please contact the municipality where the incident is occurring.   • Parking: Bylaw Services does not attend to parking complaints. For parking-related complaints please contact Parking Services at 250.361.0260. *For uninsured or abandoned vehicles parked on the street, please contact Victoria Police non-emergency at 250.995.7654.
  • Noise: Bylaw responds to noise complaints between the hours of 8 a.m. and 4 p.m., seven days a week. Any complaints outside of these hours will be followed up the next day. If noise is excessive and/or unbearable outside of these hours, please contact Victoria Police non-emergency at 250.995.7654.
  • Illegal Dumping: Bylaw Services responds to reports of illegal garbage disposal on public space when incidents are witnessed, and suspect/offending vehicle information is available for follow-up. In all other instances please contact Public Works for removal at 250.361.0400 or email pw@victoria.ca.

Often complaints are resolved amicably between neighbours. As a result, and if possible, it is recommended that each party attempt to resolve their issues before contacting Bylaw Services for assistance.

Complainant information is considered confidential by the City and will not be released to the person whose property is under complaint or the public, unless an order has been made by the Provincial Freedom of Information Commissioner or a court of competent jurisdiction.

Your personal information is collected to assist with processing the bylaw complaint you have submitted.  The legal authority to collect your personal information is sections 26(b) and (c) of the Freedom of Information and Protection of Privacy Act. The City uses ReCollect Systems Inc. to manage the collection of your personal information.  ReCollect stores your encrypted personal information for up to 30 days on a US based server located in Virginia.  Once the City has stored your complaint on its own servers, it is deleted from ReCollect’s server.  If you require further information, please contact the Information Access and Privacy Analyst at FOI@victoria.ca.
