PUBLIC HEARING: 819-823, 825 and 827 Fort Street – Rezoning Application, Heritage Alteration Permit with Variances, and Heritage Designation Application (Downtown)
Following a public hearing, Council voted to approve a rezoning application, heritage alteration permit with variances and heritage designation at 819-823, 825 and 827 Fort Street. The approved application will increase the density and construct a ten-storey, mixed-use building with ground-floor commercial and rental residential apartments above.

PUBLIC HEARING: 2566-2580 Fifth Street – Official Community Plan Amendment, Rezoning Application and Development Permit with Variances (Hillside Quadra)
Following a public hearing, Council voted to approve a rezoning application to allow a mixed-use development including townhouses and a five-storey rental apartment building with commercial use on the ground level.

Transgender, Non-Binary and Two Spirit Inclusion Action Plan
Council has approved a Transgender, Non-Binary and Two Spirit Inclusion Action plan, directing staff to report back on implications through the 2020 and future financial planning processes, as well as reporting back on implementation on an annual basis.

Second Quarter Update
Staff provided an update on the City’s activities and accomplishments on major projects, initiatives, and programs contained in the 2019-2022 Strategic Plan and the 2019 Financial Plan for the period of April 1, 2019 to June 30, 2019. Some of these highlights include capital project improvements, ongoing support for arts and cultural events, town halls, adoption of the Inclusionary Housing and Community Amenity Policy, and opening of the Johnson Street Bridge underpass.

Removal of Graffiti
The City will provide the Downtown Victoria Business Association (DVBA) $20,000 from contingency to assist with the removal of graffiti, with a focus on heritage buildings and private property.

Marking the 100th Remembrance Day
2019 marks the 100th anniversary of the establishment of Armistice Day, the precursor to our modern Remembrance Day. Council has approved a plan to create memorial medallions commemorating the 100th anniversary of the establishment of Remembrance Day on existing street and/or traffic signs along both sides of Shelbourne Street from Bay to North Dairy, and to host an event to mark the installations in the week prior to November 11, 2019. The total budget for the installations and event is estimated to cost between $4,600 and $5,600 and will be funded through the 2019 operating budget.

Policing Cost for the Core Area of the Capital Region
The Mayor will write to the Premier and Solicitor General copying members of the Legislative Assembly representing constituencies on Vancouver Island expressing serious concern over the unfairness of policing costs for the core area of the capital region being borne exclusively by the tax payers of the Township of Esquimalt and the City of Victoria.

Proposed Vacancy Tax
The City has agreed to endorse a resolution from the City of White Rock regarding the proposed vacancy tax seeking Union of BC Municipalities (UBCM) member support for working with the Provincial Government to amend the Community Charter to permit local governments to implement an annual vacancy tax similar to the City of Vancouver’s authority granted under the Vancouver Charter.
