Victoria Housing Strategy Phase 2
Phase 2 of the Victoria Housing Strategy 2016 to 2025 has been approved. The strategy is the City’s guiding document for creating housing affordability and choice in the city. Phase 2 of the strategy covers 2019 to 2022 and outlines 44 housing actions with a focus on renters, sets targets for housing affordability and units required to meet housing need and demand, and contains measurable outcomes to monitor success.

Victoria Housing Reserve Fund Guidelines Update
The Victoria Housing Reserve Fund Guidelines have been updated to include tenant protections, add a funding cap to ensure the City contribution does not exceed other funders, and to no longer fund units targeted to renters with moderate incomes. In addition, the update establishes a working group to review future policy changes on an ongoing basis.

Garden Suite Program Review and Next Steps
Staff will prepare amendments to the Zoning Regulation Bylaw and Official Community Plan to reduce the maximum height of garden suites and limit the conversion of accessory buildings. Further improvements to the Garden Suite program will be considered as part of the Victoria Housing Strategy Phase 2 implementation. 

Residential Rental Tenure Zoning
Council has directed staff to undertake public consultation on draft zoning bylaw amendments for applying residential rental tenure zoning on properties with existing purpose-built rental buildings throughout the city. Residential rental tenure zoning allows municipalities to restrict the occupation of properties to rental only. Public feedback will be provided to Council along with the draft zoning bylaw amendments prior to consideration through a public hearing.

Liquor Licence Change – 2960 Bridge Street
An application to the Liquor Licensing Agency for Ile Sauvage at 2960 Bridge Street has been endorsed by City Council. The application requests a lounge endorsement associated with their manufacturing licence with hours of licenced service from 11 a.m. to 12 a.m. daily and an occupant load of 60 persons.

Establishing a Lobbying Regulation System for Municipal Government
Council has voted to support the position of Richmond City Council that a lobbying regulation system for municipal government be established, similar to the provincial mechanism under the BC Lobbyists Registration Act. The Mayor will write to Richmond Council and the Union of BC Municipalities providing support for this resolution.

Bill 21 Secularism Legislation
Council approved a motion that the City of Victoria supports in principle the National Council of Canadian Muslims and the Canadian Civil Liberties Association in their legal challenge against Bill 21 in Quebec, which will ban some public servants in that province from wearing religious symbols and clothing.
