Development Permit with Variances for 2670 Fifth Street and 2625-2637 Quadra Street

Following an opportunity for public comment, Council authorized the issuance of a development permit with variances to relocate the existing liquor retail store to a different building location within the same site with a larger floor area. View the discussion here.

Temporary Use Permit for Parking at 629 and 635 Chatham Street

Following an opportunity for public comment, Council authorized the issuance of a temporary use permit to allow a surface parking lot for 38 additional parking spaces. View the discussion here.

Rezoning and Development Permit with Variances at 1417 May Street

Council declined an application for a rezoning and development permit with variances to allow for the construction of a two storey multi-family unit at 1417 May Street. View the discussion here.

Rezoning at 608 Esquimalt Road

Following a public hearing, Council approved a rezoning application for 608 Esquimalt Road to allow for the retail sale of cannabis. View the discussion here.

City of Victoria First Quarter Update

Council received a quarterly update and progress report from the City Manager regarding the City of Victoria activities and accomplishments contained in the 2015-2018 Strategic Plan. Council also received a quarterly update from Victoria Police. View the discussion here.

City of Victoria Youth Council

Victoria’s Youth Council provided Council with on update on their youth–led initiatives and activities for 2017-2018. View the webcast of their presentation to Council here.

2018 My Great Neighbourhood Grants – Spring Intake

Council approved grant funding for 21 community initiated placemaking projects. Council also approved minor changes to the My Great Neighbourhood Grant Policy. View the discussion here.

Housing, Community Space and Underground Parking Adjacent to Crystal Pool

Council postponed consideration of a motion related to housing, community space, and underground parking adjacent to the Crystal Pool until the next Crystal Pool and Wellness Centre Replacement Project update scheduled for July 19. View the discussion here.

Letter from BCSPCA regarding Horse Drawn Carriages

Council received a letter from the BCSPCA with recommendations related to the regulation of horse-drawn carriages in Victoria. Council directed staff to report back on any advice Council would need to consider the recommendations provided by the BC SPCA. View the discussion here.

Rezoning Application with Variances for 210 Gorge Road East

Council approved sending a proposed development at 210 Gorge Road East for the construction of 50 affordable rental apartments and 32 supportive rental apartments to public hearing. Development Permit Application with Variances for 1622-1628 Store Street

Council approved sending a proposed development at 1622-1628 Store Street for the construction of a seven-storey residential building with ground floor commercial forward to an opportunity for public comment at a meeting of Council. Park Furnishing Dedication Program

Council approved moving forward with a new Park Furnishing Dedication Program in partnership with the Parks and Recreation Foundation of Victoria. The new program is expected to begin in the fall of 2018. View the discussion here.

Capital City Station Bus Depot and BC Transit Downtown Terminal Pilot Project

After an 18 month pilot program, Council approved continuation of the Capital City Station bus depot in front of Crystal Garden and the BC Transit downtown terminal on Government Street for an additional four years. View the discussion here.

Ship Point Pier Repairs

The City of Victoria and Greater Victoria Harbour Authority will move forward with design and construction of structural repairs to Ship Point Pier. View the discussion here.

Fairfield Neighbourhood Plan – Fairfield Plaza

Council directed staff to work with the community to create planning guidelines for Fairfield Plaza as part of the development of the draft Fairfield Neighbourhood Plan. View the discussion here.

Development Process Improvements

Council directed staff to report back with a proposed amendment to the Community Association Land Use Committee (CALUC) process to involve a third-party facilitator as an initial first step for some developments. Staff will engage with CALUCs and report back to Council along with recommendations on the appropriate threshold that would require such a meeting to ensure that this is not an added, unnecessary step for most development. Affordable Housing Units Through Community Amenity Contribution Policy

Council directed staff to ensure that the new Community Amenity Contribution / Inclusionary Housing Policy (currently under development) is structured to deliver at least 800 units of affordable rental housing between $500 and $875 per month and at least 450 units of affordable rental housing for families with rent between $875 and $1375 per month.
