The City of Victoria has approximately 300 kilometres of boulevards within its boundaries.
A service fee is applied to a property owner's tax bill as a boulevard tax and it is adjusted annually to cover costs. The size of boulevard that fronts a property determines the amount an owner will pay to have the City maintain the boulevard.
Property owners can choose to opt out of this service and do their own maintenance, or opt in to receive this service.

Opting Out or In
If you are currently taxed for boulevard maintenance, you have the option of continuing with the City's service or withdrawing and doing the work yourself. You can also opt in to the program to have the City service your boulevard.
Opting out or in must be done on a per-block basis upon presenting a signed petition to City Council. The petition must be signed by registered owners representing 50 per cent of the assessed property value and 50 per cent of the properties. A petition can be for both sides of a block or just one side of a block.
If more than one person owns a property - for example, a married couple jointly owns a property - each registered owner must sign the petition.
If the petition meets the requirements, your property is then removed from or added to the Boulevard Taxation Program for the next calendar year.
A petition must be submitted before October 1 for consideration. Please allow 2-4 weeks for your petition to be reviewed. You will receive a letter notifying you if your petition has been accepted. If your petition is declined, you will be provided information as to why. You then have the option of revising and re-submitting your petition.
There is no cost to submit a petition form to opt in or out of the City's Boulevard Program.

The petition form must be accompanied by a letter from the contact person for the block, including his/her name, address, postal code and a daytime phone number.

Each year, Parks staff spend part of the winter months edging turf areas throughout the City to maintain the width of Victoria's sidewalks and to ensure curbs and gutters remain free of vegetation.
Only taxed boulevards are edged and this service occurs every 3-4 years. Crews also edge traffic islands, medians, greenways, parks and parkettes.
