September 6 , 2021 - Dallas Road Stormwater Replacement Project
The City is replacing 130 metres of stormwater main at Dallas Road near the Ross Bay Cemetery to serve our growing community and keep our underground assets in good condition. The upgrades will reduce future maintenance costs and help protect critical infrastructure from climate and seismic events.
Work will take place from 7:00 a.m. to 7:00 p.m., Monday to Friday and is expected to be complete in early Fall 2021.
Project Area:
The scope of the work includes:
The City of Victoria will work to minimize inconveniences during construction. Some road closures and temporary delays are anticipated. Residents may experience noise and some vibrations related to construction work and dust and debris are expected in the construction area.
Local access will be maintained for the majority of the project and some parking restrictions and temporary changes to sidewalks and pedestrian crossings will be required. Notice of temporary residential access restrictions will be provided in advance of any short-term closures.
Superior Street Stormwater Upgrade: storm drain connections are underway with service connections and catch basin installations slated for the upcoming weeks. Road restoration and paving will follow with work anticipated to be complete by end of Fall 2021.
Yates and Cook Street Watermain Upgrade: Crews have finished conducting water pressure tests of newly installed pipes and are now connecting the pipes into the system. Road restoration and paving will follow with work anticipated to be complete by end of Fall 2021.
Cook Sanitary Sewer Upgrade: Project was completed in August 2021.
July 16 , 2021 - Watermain Construction on Yates Street and Cook Street
Work has started to replace a water main on Yates Street from Quadra Street to Cook Street and then on Cook Street from Yates Street to Pandora Avenue.
The work will upgrade critical fire protection and water supply pipes in the area to serve our growing communities and help keep our underground assets in good condition to reduce future maintenance costs and protect critical infrastructure from climate and seismic events.
Work will take place from 7:00 a.m. to 5:00 p.m., Monday to Friday and is expected to be complete by August 2021.
The City will work to minimize inconveniences during construction. On Yates Street, one lane of traffic will remain open throughout the project and two lanes will be open 7 a.m. to 9 a.m. each morning to accommodate traffic. On Cook Street, two northbound traffic lanes and one southbound traffic lane will remain open throughout the project.
Approximately 175m of mainline stormwater pipe has been installed from the intersection at Oswego Street and Superior Street. Base paving has also been completed over approximately 150 meters of installed pipe. Finishing touches to install catch basin infrastructure is now underway. The project is anticipated to be complete by the end of August.
A new sewer pipe has been installed from Hilda Street to McClure Street and crews are now working to remove old sanitary manholes along Cook Street. Final paving and line painting is set to begin at the end of July.

April 19, 2021 - First DMAF Project to Break Ground on Cook Street
Crews will break ground this week on a $53.8 million, 10-year accelerated renewal of critical infrastructure, with $15.3 million in funding support from the Government of Canada’s Disaster Mitigation and Adaptation Fund (DMAF).
These upgrades will keep the City's assets in good repair, reduce infrastructure maintenance costs and help protect critical underground infrastructure from earthquakes and effects of a changing climate, such as sea level rise and extreme storms.
The first DMAF project in 2021 will take place along Cook Street from Hilda Street to McClure Street, with the next upgrades slated for Superior Street, Yates Street and Dallas Road in the spring, summer and fall of 2021.
Local residents and businesses will be notified of the work, and any temporary road closures will be coordinated to ensure resident access is maintained.
City crews will be coordinating works with other improvements such as road paving, sidewalk replacements and accessibility upgrades, and will use less disruptive construction methods when possible.
The City of Victoria is located on the homelands of the Songhees and Esquimalt People.
