Tips to Avoid Parking Fine Scams
The City of Victoria is warning residents about a parking fine scam currently circulating and reminding the public how legitimate parking fine notices are handled.
To help residents identify potential scams, here is what to know about the City’s parking fine payment process:
• Parking tickets can be paid online, in person at the Public Service Centre or by mail.
• Fines are reduced if paid in the first two weeks.
• The City sends reminder letters at 45 and 60 days if a fine remains unpaid.
• After six months, unpaid fines are sent to ARO, a Canadian collection agency.
• ARO may contact individuals by text message, phone call or letter.
If you receive a text or other notification about a parking fine and are unsure whether it is legitimate or from the City of Victoria, contact Parking Services at 250.361.0260 or email parkingservices@victoria.ca before making any payment.
How to Dispute a Parking Ticket
If you feel you have received a parking ticket in error, you can have it reviewed.
There are three options to request a review:

2. Email a copy of your ticket, your name and contact information and the reason you are requesting a review to parkingservices@victoria.ca.
3. Visit the Public Service Centre at Victoria City Hall at the corner of Douglas Street and Pandora Avenue, on weekdays between 8 a.m. - 4:30 p.m. to fill out a form in person.
Please note ticket reviews cannot be made over the phone. Paid tickets will not be reversed.
Adjudication
If you disagree with the outcome of the City’s review of your parking ticket, you can proceed to adjudication by contacting Parking Services at parkingservices@victoria.ca.
Adjudication is a secondary review of your parking ticket at a scheduled hearing by a City representative and independent adjudicator assigned by the Province of British Columbia. Hearings are open to the public and held at City Hall.
Presenting Your Evidence
You may present your evidence at the scheduled hearing in the following ways:
- in person at Victoria City Hall
- by phone during your scheduled phone hearing
- by a third party if you are unable to attend a hearing yourself
Evidence Package
The City will present evidence at your hearing which will include:
- a copy of the ticket
- officer notes (if applicable)
- the bylaw infraction number and an excerpt from the Streets and Traffic Bylaw
- any photos taken by the Parking Ambassador
- your request for a parking ticket review — including email or letter correspondence
You can request this information before your hearing date by emailing Parking Services.
Please note that the adjudicator cannot lower the ticket amount. If the ticket is ruled valid, there is a $25 fee in addition to the full price of the ticket.
The adjudicator only makes a decision as to whether or not there has been a violation of the Streets and Traffic Bylaw as reported on the infraction notice. Personal circumstances are not considered.
Scheduling and Response Time
Adjudication hearings take approximately 15–30 minutes. The registered owner of the vehicle will be contacted with the next available hearing date. Information on the next available hearing date will be provided at least 14 calendar days in advance.
If you are unable to attend the hearing or unable to be contacted by the means you requested, the parking ticket will be deemed valid.
Vehicle Impoundment
A ticketed vehicle may be impounded for many reasons. While public safety is the most important reason for towing, others reasons include:
- the vehicle’s ticket history
- the vehicle is parked along a tow route
- the vehicle is parked at a location that requires a valid permit
- the vehicle is a safety issue, e.g., it’s parked beside a fire hydrant or blocking a driveway or intersection
Vehicles may be claimed at Always Towing at 647B Dupplin Road. Owners of a vehicle towed by the City for outstanding tickets must pay a $200 administration fee before their vehicle is released. Please contact Always Towing at 250.381.0110 to confirm your vehicle has been towed by the City. Towing and storage fees will apply.
