Report a Bylaw Violation

For obstructions, encampments and aggressive panhandling, submit a bylaw violation in the online form above. 

Bylaw officers respond to calls for service seven days a week, from 7 a.m. and 4 p.m. Calls are triaged for attendance; the location of your call may not be immediately attended to. 

Please do not submit multiple complaints regarding the same park or City block on the same day. 

For unattended hazards on public infrastructure, call Public Works 24/7 at 250.361.0400. 

When there is immediate concern for personal or community safety, call 911.

If you are the owner or occupier of a property and you would like individuals who are temporarily sheltering on or in your private property removed, please contact the Victoria Police non-emergency line at 250.995.7654.
 
Long-term encampments on a private lot or in an abandoned building may be a City Bylaw matter, if the property owner is not taking action to resolve the situation.  

Community Safety and Bylaw Services does not attend to parking complaints. For parking-related complaints, please contact Parking Services at 250.361.0260 or email parkingservices@victoria.ca.

Bylaw responds to noise complaints between the hours of 8 a.m. and 4 p.m., seven days a week. Bylaw will follow up with complaints made outside of these hours, the next day. If noise is too loud or unbearable outside of these hours, please contact the Victoria Police non-emergency line at 250.995.7654.

Community Safety and Bylaw Services only responds to reports of illegal garbage disposal on public space when:

• there is a witness to the incident
• the suspect or offending vehicle information is available for follow-up

If you witness a fire in a park or on a beach, please contact 911 immediately. 

The Capital Regional District is the regulatory body for the Clean Air Bylaw, which includes smoking. Island Health enforces the bylaw and can be contacted at: Tobacco & Vapour Prevention & Control | Island Health.

The City of Victoria does not have bylaws that regulate light pollution. This is not a matter that we investigate. Lighting from vehicle parking lots is regulated under the Zoning Regulation Bylaw and may be investigated. 

The Capital Regional District regulates water conservation through its Water Conservation Bylaw. You can find additional information at: Water Restrictions | Capital Regional District.

Regular patrols of City parks and public spaces are conducted by Victoria Animal Control Services to ensure dogs and dog owners are acting responsibly.
