VICTORIA, B.C. — The City of Victoria is modernizing its 2003 Noise Bylaw, to make it easier to understand, follow and enforce. This winter, residents and businesses are invited to complete a survey to help inform these changes. 

“We want to better understand how residents and businesses experience sound and noise in Victoria,” said Mayor Marianne Alto. “Your feedback will help inform an updated Noise Bylaw that balances livability and economic vibrancy in our capital city.” 

Both a community and business survey are available online until January 31, 2026. In addition, businesses will be invited to participate in focused discussions to better understand their operations. 

The Noise Bylaw establishes standards to limit excessive noise from various activities, including construction, industry, hospitality, events and private waste collection. The City’s noise regulations do not apply to some sounds and noises such as seaplanes, helicopters, emergency vehicles and cruise ships. 

This work will look for opportunities to improve noise regulations to better reflect current and future realities in Victoria. This work aligns with objectives in the Official Community Plan, the Industry, Arts and Innovation Plan and the Victoria Music Strategy.
