Following a Public Hearing, Council voted to approve a Rezoning Application for 235 and 247 Russell Street. This application will allow for the construction of a new warehouse. The proposal requires variance to the parking and loading zone and short-term bicycle requirements.
PUBLIC HEARING: 3117 Blackwood Street – Rezoning Application and Development Permit with Variances
Following a Public Hearing, Council voted to approve a Rezoning Application and Development Permit with Variances for 3117 Blackwood Street. This application will allow for the construction of a duplex with secondary suites (4 units total).

Council provided a rise and report on a letter from Esquimalt Mayor Barb Desjardins and City of Victoria Mayor Lisa Helps to Minister of Public Safety and Solicitor General Mike Farnworth regarding amalgamation of police services.
Council Member Motion: Being Muslim in Victoria and Saanich – 2023 Budget Recommendation
Council voted to consider a budget allocation of$17,500 to support the work of Being Muslim in Victoria and Saanich in the 2023 budget and that this be included as part of the 2023 budget package for Council’s consideration. Council will also write to Saanich Council requesting matching funding in 2023 for this initiative once their Office of Diversity, Equity and Inclusion has been established, and has directed City staff to amend the City’s noise bylaw to make the reference to “churches” more inclusive of all and places of worship.
Council Member Motion: Apology to Chinese-Canadians in Victoria for Systemic Racism and Discrimination
Council voted to request the next Council (2022-2026) include for consideration as part of its strategic planning process developing and delivering an apology for historical wrongs committed by the City of Victoria against Chinese residents of the city.
Council Member Motion - Housing Outreach Support Program
Council has authorized an expenditure of $45,000 to the Quadra Village Community Centre and partner agencies for the Housing Outreach Support Program, funded from the 2022 contingency.
