The City has accelerated its underground renewal program. This program protects the underground system against earthquakes and climate change. Underground pipes wear down overtime due to age, soil, roots and water. The City’s underground renewal program prevents damage and interruption of service. It fixes weak links in the system to:
- protect public health
- reduce future repair costs
- keep the City’s pipes in good condition
Over the next 10 years, the City will increase capital infrastructure investments by 40 per cent. This will allocate $53.8 million for 78 capital infrastructure projects. The program is partially funded by a $15.3 million grant provided through Infrastructure Canada’s Disaster Mitigation and Adaptation Fund (DMAF).
Accelerating the program will:
- protect critical underground infrastructure from earthquakes and climate change events
- help keep the underground assets in good condition
- minimize future infrastructure costs
- serve the growing community
Smoke Testing Program

Smoke testing is a standard inspection method used to check how storm and sanitary sewer systems are connected and functioning. It helps City staff identify potential cross-connections, defects or areas that may need further investigation, supporting the City’s ongoing efforts to maintain reliable and resilient underground infrastructure.
