
Project scope
Upgrades will include road paving and maintenance, protected bike lanes, accessibility improvements, intersection safety upgrades and two new crosswalks. Work is expected to be completed in fall 2026.
Why now?
This work aligns with the City’s 2023-2026 Strategic Plan priorities to expand the AAA bike and roll network and improve the “moving experience” of pedestrians, mobility device users and the public generally. The corridors identified for this work are some of the highest collision corridors in the city, and the improvements will help move Victoria towards its goal of eliminating traffic-related deaths or serious injuries.
Project Impacts
While work is underway, you can expect the following temporary impacts:
- Lane closures, traffic disruptions and detours
- Construction noise, dust and odours
- Some parking restrictions

Expect Delays for Cook Street Paving Work
Significant traffic impacts are expected from June 28 to July 3 for milling and paving on Cook St. between Hillside and Summit Ave.
Tentative schedule:
- Sunday, June 28: Full closure of intersection at Cook St. and Hillside Ave. Local traffic only:
- Cook St.: Bay to Finlayson St.
- Hillside Ave.: Quadra St. to Cedar Hill Rd.
- June 29-July 3: Lane closures and major delays on Cook St. between Hillside and Summit Ave. *No construction on July 1 (Canada Day)
