The City of Victoria is partnering with The Salvation Army Victoria ARC to expand sheltering solutions in the community.
Thirteen new emergency shelter beds are being added at The Salvation Army Victoria Addictions and Rehabilitation Centre (ARC) site on Yates Street, increasing Salvation Army’s total shelter capacity from 53 to 66 beds. The new beds will operate under the Salvation Army’s Short Term Engagement Program (STEP) — a sober living, substance free model focused on safety, stability and pathways to housing.
Funds will cover operating costs including day to day shelter operations, resident support services, meals and some limited one-time capital costs including storage lockers for resident belongings.
The expansion is supported through a two‑year funding partnership with the City of Victoria, running April 1, 2026 to March 31, 2028.
The City is providing $310,000 over the two-year partnership, with funding coming from the City’s $10.35 million 2025 Budget allocation supporting the City’s 11 community safety and wellbeing priority actions.
