Local Area Plans and Official Community Plan Amendments for Fernwood, North Park and Hillside-Quadra

Council has approved new neighbourhood plans for Fernwood, North Park and Hillside-Quadra neighbourhoods. The City’s Official Community Plan provides high level guidance for where and how those people may live, work, shop and play in the city. The neighbourhood plan translates this guidance to the local level, including identifying what kind of housing is desirable; where should housing, shops and services be located; how will people move around the neighbourhood; how can parks and public spaces be improved; what will future residents and businesses need.

Council Member Motion: Advocacy for Inclusion of Sexualized Violence Prevention as Part of the Serving it Right Curriculum

The Mayor will write to Minister Farnworth and Parliamentary Secretary Lore advocating for the inclusion of ‘sexualized violence prevention training’ within the Serving It Right curriculum to provide foundational education to people with the front-line opportunity to take action to prevent sexualized violence and respond appropriately and with care when incidents occur.

Council Member Motion: Regional Truth and Reconciliation Day Event

Council has approved up to $50,000 to support a regional event to mark Truth and Reconciliation Day September 30, including in-kind support and the waiving of fees and for use of the Royal Athletic Park, to be funded through Corporate Contingency in the 2022 Financial Plan. The Mayor will work with regional mayors to contribute funding to this regional event.

Council Member Motion: Advocacy for Harm Reduction Services

The Mayor will write, on behalf of Council, to Health Canada, reiterating the City of Victoria’s support for a temporary exemption for the Victoria Cannabis Buyers Club (VCBC) from the provision of the Cannabis Act, and offering to participate in discussions with Health Canada and the VCBC to help identify a path forward to regulatory compliance.

Council Member Motion: Harm Reduction Through Non-Recreational Cannabis

The Mayor will write,on behalf of Council, to the Solicitor General of British Columbia and the Minister of Mental Health and Addictions, requesting amendments to the provincial cannabis regulatory framework to remove barriers to deployment of harm reduction services through non-recreational cannabis. Staff will report back in the context of the 2023-2026 Strategic Planning process on the implications of amending the City’s retail cannabis regulations to exempt non-commercial distribution of cannabis by non-profit entities for nonrecreational purposes (medicinal or harm reduction / overdose prevention services).
