PUBLIC HEARING: 3198 Quadra Street – Rezoning Application

Following a Public Hearing, Council voted to approve a Rezoning Application for 3198 Quadra Street. This application permits Storefront Cannabis Retail use. 

PUBLIC HEARING: 808-812 View Street, 1205-1225 Blanshard Street and 805 Yates Street – Rezoning Application and Development Permit

Following a Public Hearing, Council voted to approve a Rezoning Application and Development Permit for 808-812 View Street, 1205 Blanshard Street and 805 Yates Street. This application allows for an increase in density at this location and a Development Permit application to construct a ten-storey office building with ground floor commercial uses.

Restorative Justice Victoria

Council receivedthe 2021 Restorative Justice Victoria activities and funding presentation for information. The Mayor will write to the provincial Attorney General and Solicitor General requesting that adequate provincial funding be provided to fund an Indigenous Justice Program in the south island, in collaboration with restorative Justice Victoria and provide adequate, stable, year-to-year operating funding to Restorative Justice Victoria.

Council Member Motion - Economic Revitalization Tax Exemption and Economic Reconciliation

Council directedstaff to work with the Songhees and Esquimalt Nations, through Matullia Holdings LP, to develop an Revitalization Program as per section 226 of the Community Charter and report back to Council with the objectives for the program for Council’s consideration including a tax exemption of up to ten years, beginning in 2024, to support development of the lands that promotes revitalization of the area also supporting the Nations economic opportunity consistent for the Arts and Innovation District laid out in Victoria 3.0 to life.

Council Member Motion - Return of Statue to Sir John A Macdonald Historical Society

Council voted to supportthe return of the Sir John A Macdonald Statue to the Sir John A Macdonald Historical Society on the following terms:

  • The City of Victoria will deliver the statue and its accompanying plinth to a designated storage facility in Ladner, B.C., with funding from the 2022 contingency budget.
  • The Historical Society and the donors will not permit the statue to be displayed anywhere on Vancouver Island B.C. without the expressed approval the local Nation(s) on whose territory the statue would stand.
  • Any public statements made by the Society, or the donors would be highly supportive of the reconciliation process. Such statements, if any are required, will be coordinated with Mayor of the City of Victoria and the Esquimalt and Songhees Nation’s leadership.
  • It is the intention of the Society to safeguard the statue and not seek a place of public display.
  • If the Society allows the public display of the statue at some future time it will use its best efforts to include, with the statue, the fullest possible educational and contextual information concerning the individual portrayed, his time, his policies, and their consequences.

Create Victoria Arts and Culture Master Plan Progress Report

Council received a progress report on the Create Victoria Arts and Culture Master Plan, and voted to extend the Create Victoria implementation to the end of 2027 with light touch engagement and refresh of the plan in 2023.

Council Member Motion: Endorsement of Victoria Declaration on Housing and Support Services

Council has endorsed the Victoria Declaration on Governance in Housing and Support Services.

Council Member Motion: Arm Street Public Dock

Council has referred a report on the Arm Street Public Dock to the 2023 Financial Planning process to allow Council to consider providing a City of Victoria financial contribution toward the capital costs of an public dock at Arm Street.

496-498 Cecelia Road and 3130 Jutland Road: Victoria Housing Reserve Fund Application

Council has approveda grant from the Victoria Housing Reserve Fund to Pacifica Housing Advisory Association in the amount of $500,000 to assist in the construction of an 88-unit non-market affordable housing project for 496-498 Cecelia Road and 3130 Jutland Road.

Canada Day 2022 Report

Council received areport providing an evaluation of the 2022 Canada Day program and a recommendation to transition to community-led celebrations and approved additional ongoing funding of $75,000 as part of the 2023 Financial Planning process to supplement the Festival Investment Grant (FIG) program and create a Canada Day focused funding stream. The City will maintain the $25,000 Canada Day budget previously approved through Financial Plan staff will utilize this funding to continue to facilitate a July 1 fireworks production. Council also supported allocation of an appropriate amount of funding in the ongoing financial plan and direct staff to utilize this funding to continue to facilitate canoe protocol to open the day on July 1.

Council Member Motion - Participating in the Provincial Electric Kick Scooter Pilot Project

Council has directed staff to report back with options for and implications of joining the Provincial Electric Scooter Pilot Program.

Council Member Motion - Placekeeping: Protection of Cultural Food Assets and Other Intangible Cultural Heritage

Council has directedstaff to consider placekeeping and protection of cultural food assets and other intangible cultural heritage in the 10 year update of the Official Community Plan.

Council Member Motion - Funding for Sanctuary Youth Centre

Council voted that $32,344 to fund the Sanctuary Youth Drop In for an additional three hours on days that they are currently open and to provide funds for a day shelter in the event of extreme weather ($25,000 to extend the Centre hours and $7344 to cover opening during extreme weather events - 14 days at approximately $500 per day) be included as a supplemental request to be considered by the public as part of the budget engagement.

Council Member Motion - Community Wellness Task Force Recommendations

Council thanked the members of the Community Wellness Task Force for their work and significant contribution to community wellness in the City of Victoria and received the remaining recommendations considered in future work plans of the Homelessness Advisor, Social Planner, and Equity and Inclusion office.
