Reporting & Data

In late 2025, the CRD will send letters to buildings in Victoria and Saanich required to report their energy use in 2026. Buildings over 2,878 square metres (30,000 square feet) must start reporting their data annually by June 1, 2026. The program will expand to include buildings over 929 square metres (10,000 square feet) in 2027.

This reporting requirement will apply to about 1,300 buildings in the city.

If you want to get ahead, you can create an account in Energy Star Portfolio Manager and link your utility accounts (BC Hydro and/or Fortis) to start tracking energy use. This account is required for the Carbon Energy and Emissions Reporting Program.

Once you have an Energy Star Portfolio Manager account, you can also join the voluntary Building Benchmark BC. While this account isn’t required for the CRD’s program, this is a helpful step as your data will be checked by experts and you’ll be notified of any potential errors. 

Building owners must submit their annual energy use, including electricity and natural gas usage, based on utility bills, which will be used to calculate the building’s carbon emissions. 

We expect building owners will spend one or two hours collecting the information for the first year. After the first year, reporting should be automated and will only require owners to check that the data is correct.

Building owners will submit their data on Energy Star Portfolio Manager, an online program used by thousands of buildings in Canada to monitor energy use.

More information will be coming from the CRD about registration and reporting soon. The CRD will also help building owners sign up and upload their data.

Building owners will receive a report that includes comparisons about energy use in similar buildings and how they may be able to reduce emissions or be more energy efficient.

After the first year, the program will offer a benchmarking service that compares a building's energy use with other similar buildings.  

This will help building owners make decisions to save energy, money and reduce their emissions.

The City is committed to cutting our carbon emissions and helping people across Victoria do the same. This program will provide the City with accurate building-specific data to help develop policies and programs to help reduce emissions from large buildings. This is part of the City’s commitment to help all buildings become 100 per cent powered by renewable energy by 2050. 

Starting in 2027, data will be shared online through an interactive map and as a spreadsheet for the first cohort of buildings (over 2,878 square metres or 30,000 square feet) on the CRD’s website.

Sharing this information is intended to help all building owners better understand how their building is performing compared to similar buildings so they can make changes to be more energy efficient and reduce their energy bills.  

Building owners can choose to opt out of sharing their energy and emissions data on the interactive map.

As this is a new program, we know it may take time to get everyone set up. We’re focusing on providing education and assistance to encourage compliance with the new reporting requirement.  

If a building owner will not comply with the requirement, we can issue fines under the Energy and Carbon Emissions Reporting Bylaw.
