Pre-Application Meeting

A pre-application meeting provides applicants with an opportunity to receive preliminary feedback from various city departments on a proposed development concept. This helps identify any information or requirements that may be needed to complete the application and ensure it follows city policies, minimizing unexpected issues for the applicant later in the process. While pre-application meetings aren't required, they are strongly recommended to help set the project up for success. 

Benefits of a Pre-Application Meeting: 

  • Applicants receive high-level feedback and information about any additional technical requirements needed for a complete application. 
  • The feedback helps applicants to better understand the city's expectations, making the formal submission process smoother, while saving time and reducing costs.
  • The meeting helps establish a collaborative working relationship with city staff from the outset.

Pre-application meetings are intended for development proposals at the conceptual stage. To support a productive discussion, applicants must provide the following materials:

Once you have the submission requirements, you are ready to request a Pre-Application Meeting! Follow the steps below: 

  1. Complete the Pre-Application Meeting Request through MyCity Online.

  2.  Staff will contact the applicant to schedule the next available meeting date.
  3. Pre-Application Meetings are held virtually through Microsoft Teams. The meeting begins with the applicant presenting their materials for five minutes, followed by 20 minutes where staff ask questions and provide the applicant with high level feedback.
  4. Within two weeks of the meeting, staff provide the applicant with written comments and a customized list of application requirements. 

Preparing for your Meeting

To make the most of a pre-application meeting, please come prepared to briefly present your development concept. The applicant will be asked to share their screen and present a brief five-minute overview of the development concept to city staff and other attendees in an online/hybrid meeting format.
